How is the center of Medellin now?

I hear now that this might not be the case because of some kind of law that is allowing the area to be a free trade area. My friend basically explained it as an area of prostitutes and example to hang out legally. I chose the place up pretty cheap, so you can afford to hold on to it and wait to see what happens. Anyone with more knowledge please enlighten me.

A free trade zone, are areas with tax exemptions in order to improve trade and investment. It has nothing to do with prostitutes. Most free trade zones are used for airports, logistics, freight management and tourism.
