What software was used to create a company newsletter?

Hello! I am an administrative assistant in a small hospital. My boss has asked me to start a business "newsletter" to be released in the mailbox for each employee every month. My question is: How do I start this? What computer program should be used, what questions should I ask my boss (for example, could I ask, "What kind of header you like?") Y must be something else I should consider? All suggestions are greatly appreciated!
