I have a problem with the car.?

I have a 99 Toyota Rav-4 and when I drive I can go to 1800-2000 rpm and the car loses power and sounds like its going to the stables and sometimes when im idling at a traffic light as his opinion that its place and will accelerate when revolutionizes double speed it normally does to go to same speed.

When was the last time you changed / looked at the air filter?
