Solar Charging Controller Problems?

Okay, I built a portable solar power plant built in a backpack. For all past several weeks has been working properly. However, as of yesterday, the charge controller I have is not what it says it is receiving no input of solar energy even though two days ago did. The charge controller does not seem to be broken, and the solar panels are making the same voltage and power as before. How I tested to see if the charge controller broke or not, he took a DC power input (converted to AC, it was my laptop charging cable) who have qualified in the same / Less than what my charge controller is designed. He said the cargo was flowing in a while, but when I returned to my panel hook up, nothing. What does this mean? How I can restore it to work again?
