Question about hiking packages ..?

So I have to buy a new backpack for an upcoming backpacking trip I'm going, and I was at Campmor and the same package (the JanSport carson) was sold at two different prices. The only difference was that the cheapest was made with "packcloth 420D and 600D polyester and the more expensive it did with "car polyester/210 600D polyester. could someone explain what this means? or, more importantly, if someone carson has a JanSport Pack Frame is Water Resistant? this is the most important thing I'm looking for, and any help would be greatly appreciated. thanks!
