What is the best tactical and Military Backpack for less than $ 220?

I've been searching a while now for a backpack that is around 3000-4000 cu.in. The reason why I am in search of a military-style package is due to the longer life they have, and the MOLLE / PALS webbing allow me to add additional bags in the bag if necessary. I've looked at the ranch mystery bags and bags kifaru, but those are a bit too expensive for my budget. I've been looking at U.S. molle 2 packages or eberlestock halftrack, but I'm not so sure. Does anyone have any suggestions for me? They are welcome.
