Who are these guys sitting around in folding chairs around my neighborhood?

I live in the East Bay of Northern Cali. I’ve seen them frequently holding a square metal box about the size of a clipboard looking up and down when a car passes.

Yeah, I saw a guy doing the same thing at one intersection everytime I left school in the morning. Is there some new construction or anything planned in that area? Because like the first guy said, it could be that they’re monitoring traffic patterns throughout the day. This is critical in planning any new roadways or layouts of heavy intersections.
