How I can deal with unruly neighbors who have no sense of responsibility?

Well, yes. Now I have neighbors that cost in the form serivce garbage. The problem began two weeks ago when no one pak wild dogs roaming the streets destroying wrecks and killing livestock. My whole family of ducks was killed by them for years. Well the neighbors across the street has suddendly decided to cross the street and set their trash on mine. Later, the dogs came and destory the trash … leaving in my yard. However, it will do nothing because the garbage is not in your garden … as if waiting. Two weeks later, used to throw their waste on the grass and trash destorying dogs, spread to other people lawns too. I'm at my wits end to the point that I called the police, to solve directly, or in the extreme to do real damage to them. But my biggest not allow me to do anything … nothing! I can not anymore. How do I in this regard and is a bad habit of littering.
