How long does it take a package to clear customs (Singapore to U.S.)?

I recently ordered something via PayPal from a vendor in Singapore. I have the tracking info and the package has been apparently sitting at J.F. Kennedy airport in New York City for 20 days. I live less than an hour from the city and this does not make sense to me. I know the package must clear customs. Unfortunately, I can’t find any number for the this kind of thing to the airport and it would probably be a hassle. Also, the package was sent using SingPost. Who handles foreign mail, the USPS? Help!

Singpost should be alright.
I think the delay might due to the postal price itself. Last month i just sent a package to Manhattan from Singapore via Singpost and it reach within 24 hours. But it’s around US $45 for a package lesser than 100grams.
