What do you think of black nylon tights under a skirt with boots for this winter?

By the way, my boots are white with fur and buckles
I was thinking of wearing tights with calf high boots, under a skirt. Would it be too cold this winter? Too…skanky? lol. I would normally wear jeans because of the cold and I question how tights would be just as warm. :p

I do that when I want to look dressier than jeans.
